The UUID for T4AITensorCompat in T4ATensorTrain's WeakDeps was incorrect. Changed from b1eb41b5-6a53-403c-af93-e8e49e55f57f to the correct UUID 864b39ca-388c-4f43-a593-a1076cf4b253 to match the actual package UUID.

Problem
The UUID for T4AITensorCompat in T4ATensorTrain's WeakDeps.toml was incorrect:
b1eb41b5-6a53-403c-af93-e8e49e55f57f864b39ca-388c-4f43-a593-a1076cf4b253This causes CI failures for packages that depend on T4ATensorCI 0.12.0 (which depends on T4ATensorTrain) because the registry cannot resolve the dependency.
Solution
Update T/T4ATensorTrain/WeakDeps.toml to use the correct UUID that matches the actual T4AITensorCompat package UUID.
